Legislative Action Alert Update!
Attention Pennsylvania Residents!
Please Call Dwight Evans, Majority Chairman of the PA House
Appropriations Committee and politely urge him to move HB1065, onto
the House Floor for a vote. HB1065, which would limit the number of
hours dogs could be chained to a stationary object has been languishing
in the House Appropriations Committee since October 2007 and it is
time it is acted upon. Your phone call is crucial at this point
in helping to move this bill out of Committee and onto the House Floor!

Bill 1065
This bill will not affect responsible dog owners! Leashes and temporary
tie-outs are permitted. The goal of this bill is to prevent dogs
from being chained to a stationary object such as a dog house, tree,
etc. for their entire lives.
WHY: Why does Pennsylvania need an anti-tethering law?
Current animal cruelty laws allow a dog to be chained to a stationary
object for its entire life, as long as MINIMAL food, water and shelter
are provided. The standards are extremely low. A large percentage
of the cruelty complaints made to Humane Officers and Police are of
dogs that are tethered. These are the dogs that most often suffer
from sporadic feedings, dirty/no water, insufficient/no shelter and
parasites. (Even when food and water are made available, dishes are
easily knocked over.) Embedded collars are more common than you might
think. By restricting this practice, it will no longer be possible
for people to use continuous tethering as a means for dealing with
a dog who has become an "inconvenience".
WHAT: The PA anti-tethering bill (HB1065) addresses:
Limits the amount of time dogs can be tethered in a 24 hour period (Dog may not be tethered at night unattended.)
Proper fitting collars - no pinch, prong or chain collars.
Access to shade - doghouse does not constitute shade
Tether shall not become entangled. Minimum length requirements. No tow chains for tethers.
