SPCA goes to Municipalities
Currently the Adams County
SPCA receives only approximately 6% of its annual operating budget
of $500,000 from the county and municipalities combined! We do fundraising,
memberships, apply for grants and receive some bequests, but we continue
to struggle to support the very important task of caring for the many
animals that come through our doors. In 2007 we took in over 2,500
animals and expect to take in more in 2008.
Please call your Municipality and express your desire that the
supervisors help fund the SPCA.

Municipality
The Adams County SPCA is a 501(c) (3) non-profit charitable organization. We are an open door facility, taking in all the abandoned, neglected, and abused animals of our community. These animals have no one else to care for them. They are truly innocent of their predicament and need your help and support.
Adams County is one of the fastest growing counties in Pennsylvania and the valuable services provided by the Adams County SPCA must keep pace with this rapid growth. These services include caring for all unwanted and stray domestic animals, animal control services, even trapping feral cats suspected of rabies, as well as humane calls that many times intertwine with domestic violence, mental health and child abuse. We are able to support the needs of the county in a way we can all be proud of but in order for us to maintain this level of service we urgently need more funding.
Caring for the animals crosses over into caring for people as well. Other agencies such as Adams County Children and Youth Services, State and Local Police Departments, and School Systems are just some of agencies we have worked with providing education about health and safety issues regarding animals that effect people.
Currently the SPCA receives only approximately 6% of its annual operating budget of $500,000 from the county and municipalities combined! We do fundraising, memberships, apply for grants and receive some bequests, but we continue to struggle to support the very important task of caring for the many animals that come through our doors. In 2007 we took in over 2,500 animals and expect to take in more in 2008.
We are requesting funding in the amount of $1.00 per capita from each municipality as well as the county. Based on projections from the courthouse the current population of Adams County is 103,000 which is probably a low projection. To receive a total of $206,000 from the county and municipalities combined is not unreasonable considering the fact that we are a private organization and under no obligation to do the work to the extent we do.
There is no animal control officer in Adams County. York County has Animal Control officers funded by the municipalities.
Our Humane Officer goes beyond her job requirement which is humane cases only. She is called to take care of animal situations that would fall to the police or not be addressed at all. Some examples are loose horses and cattle on the county roads, feral cat rabies situations in several of the municipalities. Trapping cats exposed to rabies and sending them out for testing goes beyond the Humane Officer's duties. The State Dog Warden handles stray dogs and dog bites only. We do receive $20 per stray dog from the state dog law grant. This amounts to only $10,000 per year. Not enough to care for the dogs.
The Adams County SPCA has proven itself very capable of the services listed on the enclosed contract. Please consider this contract for 2009. We need this funding to continue these valuable community services.

Mission Statement
Adams County Society for the Prevention of Cruelty to Animals (SPCA) is an IRC 501 c-3 non-profit organization that will provide shelter and care for lost, abandoned and abused animals, investigate and prosecute cruelty offenders, help control animals overpopulation and educate the community about spay/neuter programs, animal wellness and safety.
